Because he's bisexual, the game outright says it. Also a woman in the original drafts for the game, where "vamp" is a somewhat dated term for a femme fatale type character

Explaining the powers of MGS bosses was the worst part of the new games. In MGS1-3 some bosses just had magic powers and you had to deal with it, which is fine because them having magic powers wasn't actually part of the plot but just filler for crazy action scenes/boss fights
