It's a whole other country though, I EXPECT the enemies to look different. These aren't Mushroom Kingdom Koopa, they're Beanbean Koopa. The same goes for the Bullet Bill and Hammer Bros. It gave them distinction and was a friendly reminder that you were in a whole other kingdom so as a result the enemies take on an varying appearance in comparison to their Mushroom Kingdom counterparts. Take that away and it just looks like Mushroom Kingdom enemies decided to take a vacation and wear bean stems on their heads.

And yes, Mario & Luigi IS an RPG, maybe they DO feel like it fills that niche. But that doesn't justify every other decision about what to turn Paper Mario into. Or that 2 RPG's can't exist side by side when it's such a huge genre. Nintendo's painting in such broad strokes where there can't be any overlap doesn't always serve them well. Sometimes it's just asinine.

i'm excited to play this remake and i do love the newer sprites more, but it just comes off as lazy when they edit certain sprites. the first 4 entries were completely original when it comes to assets as all of them were made from the ground up, seeing them just edit stuff and reuse sprites just rubs me the wrong way.
with all that being said, i think this will be superior to the original due to the slight changes they make to fix some of the originals flaws.

I feel that Mario & Luigi handled established characters better, having Toadsworth, Birdo, E.Gadd, etc. Paper Mario handled Mario enemies well, but had few established characters outside of Mario, Luigi, Peach and Bowser until Sticker Star and even in both that game and Color Splash, AlphaDream's interpretation of the characters (especially, Bowser, Junior and the Koopalings) are arguably better than IS's takes.

Dream Team had an exceptionally large budget from what I heard, so reusing the assets is something they pretty much had to do. Development is becoming more and more expensive, so I get that they just can't magically hash out new artstyles every entry now (never mind that before Mario & Luigi games took 3-4 years to develop, now it's 1-2).

And it's not like it's exclusive to Mario & Luigi. Fire Emblem, Pokemon, Pokemon Mystery Dungeon, Kirby, Mario Party, Zelda, Animal Crossing, Mario Tennis/Golf, all made new games out of existing assets from their direct predecessors this generation.

I think that's ideal. There's your hook about why Paper Mario and M&L are different enough. M&L can stay grounded about the adventures of the friends you know, while things like Thousand Year Door let Mario depart from the norm and see distant lands.
