Arthas made a difficult military decision--and was willing to follow through personally like a true fucking leader, and not hand it off to someone else--while Uther bitched out and abandoned his duties and his oath the moment things got difficult.
Uther and Jaina's weakness here sealed Arthas' fate when they abandoned him and left him with a kingdom under siege and no one to turn to for counsel.
