Servants rarity determines their level cap. Lower rarity servants also tend to have weaker skills, though Cu's are pretty good.

You can technically raise any servant to 100 level cap if you give them enough Grails, but getting a 3* to 100 is asking a hell of a lot. You'd need 9 of them, and they're extremely rare, you can only obtain 19 of them to date in JP and that's only if you grinded the shit out of every event to date.

If you want to play with Cu specifically, he has an alter form which is 5* and very strong.

You get Saber Lily for free, along with a big pile of quartz and some other things. I'm not sure if you need to do something special to redeem them or not, so keep an eye on the threads when the game comes out.

Your first roll is guaranteed to be a 4* servant from the above list, so if there is someone specific that you want, then aim for them. I've heard that Le Chevalier d'Eon is a bit tough to start things out with, given that he's more geared towards supporting other servants, but even he should be usable.

5* has an absurdly low rate from the gacha (1%) so you might want to reroll a few times to try for one. There should be a way to get a restore code before wiping your data to reroll, meaning you could restore an earlier roll account.

Some silvers are better are better than golds due to their skills. David in particular is fucking nuts due to having a single target Buster NP that, if I remember right, seals skills. On top of this he's got a group heal and a group invulnerability.

Robin Hood, another Silver, and Arash, a 1* bronze, are the two hardest hitting Servants in the entire game.

Hans is a 2* and he's one of the best Servants in the game at keeping you alive. Leonidas, another 2* bronze, can solo a lategame boss with relative ease.

Nobody is saying that Herc/Waver/Merlin are necessary. They are brokenly good, and if for some reason you want the absolute best servants, they are the best choices. But you don't need them to beat the game. Heck, they are mostly the "win the game almost by themselves" tier instead.

I've heard people say that Saber Lily is weak, at least unimpressive compared to normal Blue Saber. That doesn't mean she's awful, though. You should be just fine with Mashu/Saber Lily/Herc, if you just want to roll 10 times to ensure getting him with the easy roll.

I've always really thought mystic eyes were a fucking cool magical trait, probably since my first Nasu exposure was Tsukihime

Death Perception was cool in Tsuki, and then KnK knocked it up another notch in fun conceptual wankery. Fujino also got to rip and tear nigga to Elfen Lied levels with her distortion eyes

Fate expanded on it further by explaining Medusa's gaze as a special pair. Illya even had a special pair of binding eyes for whenever she really needs to paralyze oniichans so she can turn them into stuffed toys

Actually, I wish Nasu would do a full-fledged entry based on a mage, like a much longer Clock Tower 2015 as a VN or a game. With a real non-self-insert main character, of course.

Dead Apostles are also interesting as fuck for similar reasons (a lot of them were mages, anyway), there's so much variety and potential. Hope the Tsukihime side gets really expanded for more of them. The sheer variety and power levels of the 27 DAAs gets my chuuni going crazy.
