Mount and Blade 2 in development since 2010. Star Citizen since 2013. I think those are the 2 most people bring up frequently when complaining about long dev times (at least for PC games).
Half-Life stuff doesn't count, they aren't actually working on anything.

that's not even that long, most games take between 2 and 4 years to develop, with some even longer, so it's not really surprising a mammoth project like that is taking longer than 4 years and they've made good progress if you actually follow their development.
