So, Capcom announced that they're making Megaman 4 Director's Cut for Switch, PC, iOS & Android, PS4 and Xbox One.
Here are the changes
Skyla replaces Skull Man complete with new level, music and enemies, weapon is Flying Pokemon
Play as Protoman, Bass, Roll and Megaman X too
3 difficulty levels, Easy, Normal and Hard
Ring Boomerang is a throwable weapon as opposed to a shootable weapon, as Ring Man himself throws the Ring Boomerang as opposed to shooting it
Pharaoh Man stage has the mini-boss completely restored
Extra Cutscenes
Saving Feature
Challenges
Achievement system
Ring Boomerang Ammo has been changed from 28 to 56
