There are glitchless catagories and not all games even have useable glitches. Besides, if it can be accomplished with a controller it's fair game. I don't get why people can't understand this.

Even glitchless runs utilized "allowed" glitches. Examples of this are Pokemon Blue, where they allowed a text speed glitch to be in the glitchless category for months before finally deciding it was "too glitchy" when other exploits still remain legal.
This is what's meant by arbitrary. The people who decide the rules have no rhyme or reason to their decisions, and the rules almost universally benefits the runners because they're the ones making the rules.

I wouldn't say it's arbitrary, it's about entertainment. Sometimes a pure any% speedrun is so fast or odd that it's not entertaining to even most other speedrunners, or they want a better challenge. This is why the 120 star Mario 64 is by far the most popular category. Text skipping in Blue was thought to be OK because they have to skip the text anyway, so why not make it faster. It's certainly less glitchy than manipulating the game code.
