The physics engine tick rate is ALWAYS tied to the framerate of every game. You cannot have a physics tick rate lower than the framerate, you can only have one higher than the framerate.

There's basically two ways you can implement your physics engine; you can implement a robust system that can deal with a variable tick rate, but that comes with enormous performance overhead, or you can implement a "consistency only" system that uses a fixed tick rate, it's much better performance but it breaks if you change the tick rate and it involves a frame cap.

There's nothing really wrong with going with the later and for games that involve multiplayer it's pretty much required because in that situation consistency between clients is far more important than you getting to run the game at an arbitrary framerate.

No, it's true.

There's a difference in the way the physics is implemented. In order to support a variable tick rate your physics calculations have to be more accurate and to achieve that you have to do more operations. It's simply more work for the processor.

With a fixed tick rate you aren't really concerned about absolute accuracy, you are concerned with it being consistent. Get it looking good and consist for a particular tick rate and you are "done". Means a lot less operations for the CPU to perform but it's also why changing the tick rate means things get horribly broken or the game just starts running at double speed or something.

Physics tick rate is always tied to framerate, console game or not.

Just think about it, if you only calculate the physics at 30Hz and yet you are displaying at 60fps what do you think the actual on screen result will be? Anything involving physics stutters because it's not being calculated on every frame. For some things, e.g. ragdolls or other non-gameplay critical stuff, you can get away with calculating at a lower tick rate than the framerate and it will just look funny but for anything that actually matters to gameplay, e.g. collisions, it breaks shit. That's why, for example, in Dark Souls you can fall through the world when you removed the framecap.

Ideally all this shit would be independent from each other but in reality that's just not feasible most of the time.

Reason why Bethesda's games take so long is because they're still a relatively small team compared to how much money their games earn them. I mean, they're essentially remaking the same game over and over again each time with a shinier coat of paint and less content. To think that, for example, it took more time to develop Skyrim coming from Oblivion than it did for Witcher 3 coming from Witcher 2, especially when you compare how many changes latter made compared to former.

I think it's because making memorable landscapes became a lost art. By the time you've played through Morrowind you pretty much know the lay of the land perfectly because you memorized while following instructions and looking for shit. In Oblivion and Skyrim it all blends together because you're not looking at the world but rather at POIs and compass.

Skyrim pushes more polygons in flora and characters and has environment shadows. At a glance it looks like Oblivion has more polygons in buildings though.

Skyrim was an improvement but Oblivion ends up looking arguably better in some situations, because of the change in art direction. The lighting especially is better in Oblivion.

Skyrim has a much higher poly count than Oblivion but you are right the texture resolution is more or less the same. Want to know why? Because the 360 and PS3 did not magically gain more memory between the release of Oblivion and the release of Skyrim and there is no optimization that can be done to load more textures into memory. They are already compressed about as well as they can be and so the only option available is just loading fewer textures which is a shit solution.

Personally, I strongly disagree with the notion that the Skyrim's lighting engine is worse than Oblivion's. Maybe they had better people doing the lighting passes in Oblivion but engine wise Skyrim can do everything Oblivion can do, a lot of it better, and it can do shit Oblivion can't. Their lighting engine is not great but it's not getting worse.

Everyone knew this, it's why the quest to get the highest possible framerate in Quake 3 was so important, and John Carmack was never happy about it and in his quest to come up with a reliable physics implementation he elected to use the apparently "lazy" solution because he could find nothing better that didn't come with an unacceptable performance cost.
