There was a shit load of backstory written about each of the foreign nations. History, lore, customs were designed in painstaking detail. All the fluff was then sysyematically removed to ensure that each country appears alien and indistingushable durring initial playthroughs.

English with vague slavic accents and poor grammar would work just fine.
