Legit advice - draw, draw, draw. First point - imagine. Do studies of characters you like, then try to re-imagine them. Use all your favorite designs as inspiration for yours. Read books (not movies or comics) and IMAGINE what the characters look like. Try to draw them. Another point: to make interesting designs, you have to build a visual library. Sounds like a bullshit term, but it's true. So take some character designs you like and try to figure out what makes them cool. Note some interesting details about everyday objects, and try to replicate them. Do quick drawings of people when you're able. Focus on getting the "gist" of them quickly, this will make you pay attention to the most important features of a person. This will have a huge impact on your drawings down the line. It will take a ton of time and practice, but you will absolutely be able to make creative designs. To reiterate: imagine, build your visual library, and practice. You don't have to have any talent or abilities to start drawing, it only matters how much imagination, time and effort you put into it. I'm saying this as a person who started out fairly recently with zero talent. Good luck, anon.

P.S. For the drawing essentials, I recommend "Drawing on the Right Side of the Brain". You'll find it in any bookstore for fairly cheap, and it provides a great head start on all the three aspects I outlined.

Ok, I've got one for ya. It's kind of a Castlevania-style sidescroller with a twist. You play as a team of mercenaries, each with unique abilities, and shoot wave after wave of goons in a cyberpunk city. The twist is that the combat is stop-motion, where in the 1st phase time stops and you (and your enemy) aim your shots and abilities at each other and plan your movements, and the 2nd phase shows the execution of everyone's actions. Could be fun with multiplayer.

That sounds better, you have a set amount of time to play each character each turn and it pauses between each character so you don't get fucked by expecting to be the wrong one.
I'm thinking multiplayer will be 4v4 with 15 seconds per character per turn so each turn is a minute, long enough to do shit but not so long that you can't predict your opponent's movement at all.

That depends. If you have 0 knowledge in programming languages, you probably want to start with gamemaker pro. The interface is easy to understand and is more visual friendly.
Unity has good scripts for 2D as of recent, but it really shines in 3D projects. You can easily find more tutorials for Unity.
My reccomendation, go for gamemaker and test the interface. Add some default projects that the license already has and try to mess around with them. Add sprites and new levels. Edit them and test them. It's really easy if you have the default pre installed games. Then, tutorials.
Once you get the keyboard input, collision detection, and other "game programming" stuff down, you might want to test unity. Or keep with gamemaker pro since it's not half bad for begginers and amateurs.

Stop thinking in terms of features and think about in terms of how you want someone to experience your product. How many players, how long of playtime in a single sitting, how much playtime in terms of days, meant to be returned to periodically or just experienced and beaten? How much money would you want to sell it for? Playtime in hours generally?

These types of answers shouldn't change during the entire project and can help you determine what features you may want to add.

Maybe someone will remember me posting here a couple of months ago with my animation system. Since then I managed to take it a lot further towards being an actual game, and the animation system is super complicated now. The next step is to add enemies and make combat work.

I'm not sure about the limitations yet, but the programmer (Fleech) is working on a number of systems for swapping parts and adapting the animations accordingly.
