Herc is the best servant from the guaranteed 4* poll, followed by Emiya and Retard cat. Take note Emiya needs his buff quest done for him to really shine.
Cu is the best Lancer avariable at the start, don't be tricked by him being a Silver, his survivality is top notch.
Medea is also one of the best silvers, her NP is spammable and remove buffs
Don't ignore bronze servants for being low rarity, they fill good niches and will get buff quest in 6 months. Special mention goes to Sasaki who will help you a lot in Orleans singularity against the Wyverns.

Characters have a max level depending on their star rating, Lv.90 for 5* and ten less for every star below that. There are some very limited items which can be used on a character to increase their maximum level, up to Lv.100 max (the highest for anyone). That item is the Holy Grail.

It takes 5 grails to push a 5* up to Lv.100, 7 grails for a 4*, 8(?) grails for a 3*, and so on. So it isn't quite as absurd as you might think.

There are only 19 Holy Grails which have been released in the JP version, so when I say they are limited, I mean it. I don't think you can purchase them, either.
