Wrong. It wasnt about devs caring - it was the absence if the existence if trends. PS2's new power over the PS1 meant games previously impossible on the PS1 were now a reality. So all publishers pretty much let their devs carry whatever idea they could develop. Think about it. Konami literally formed Team Silent - a sub dev group of under 60 people - to focus on making Silent Hill games for the next seven or so years. Literally impossible to see something like that these, and nit just because of hack devs and publishers. Consumers are also to blame.
