I'd say they're essentially equal.
Fallout 3 for its first 24 hours or so has the better radio songs than FNV in general, but there are more F3 songs which get annoying as it goes past that mark than FNV songs.

Plus FNV has that Marty Robbins song that fit every situation well.

If any of the games had heart, it was NV. It was a real passion project by people who are invested into the Fallout universe, unlike Bethesda.

FO3 used a bunch of references to previous games, but it hardly ever captured the feeling of them. It wasn't as soulless as FO4, but it definitely wasn't close to NV either.

I wish the entire game had been about the Pitt. Make it a bigger scenario, and have the entire game take place in Pittsburg and around it. I would just drag all the shit I had out to the tunnel entrance, dump a bunch of it on the floor, rerecruit Fawkes for extra inventory space and make a couple fast travel trips to my home. New Vegas's Long Haul perk was a godsend since I love collecting a bunch of junk if I don't end up using all of it.

I just dropped everything before going into the pitt. The area gives you enough to get by and you won't need to make trips back and forth as long as you don't feel like you have to carry every single item you find.

I wish more DLC would do that. Far Harbor was good in a lot of ways but needing to bring your own weapons for the opening fight kind of sucked. I liked how Honest Hearts had a few weapons lying around the starting area for the opening battle and you could get the rest from the natives.
