Same way it works in all of them. Bunch of faceless mooks, playing as most of the people from Class A + All Might, and maybe Mt. Lady as a joke character, and the main villains being added later either as an update or DLC. Then if that sells well they'll make a sequel that is the same exact shit but with a couple more characters to play as.
