I've had no issues running dolphin. CEMU will optimize eventually. It's broadwell level IPC easy and they had no real problems with emulation.

Still, not ideal clockspeeds for it and if you're setting up an emulation box you might as well use an i3.

The problem with your reasoning is that older games don't use as much resources as modern titles. A high end CPU in 2012 is a mid-range in 2017. So even high settings on an old title wont saturate a modern CPU (usually) and so the ~10% "gain" Kaby Lake has over Ryzen in older titles becomes mostly irrelevant. (In that you will have no problem pushing 60+fps with either when paired with appropriate graphics)

GCC is a C/C++ compiler.
It is the thing that gets the source code from the game and turns it into a .exe you can run and play.

The better the compiler, the better the frame rate you get out of the .exe

I'm going to upgrade my CPU from a 3570k i5 to something new, should I get an i9 or an i7? I got money to spare.

The announcement of threadripper caught them with their pants down and their only recourse has been to try and force what CPUs they have available to clock even higher, since the only architectural "improvements" they had ready was to move cache around and add AVX512. AMD have a design that scales much better and gives much better yields since all they have to do is glue zeppelin dies together (ryzen is 1 die, threadripper is two, EPYC is 4) with infinity fabric, whilst Intel are still making monolithic huge dies. Intel won't have a new architecture out until around 2020 at least.

It's true though, I finally upgraded my 3570K this year to a 7600K and got no performance gains on Arma3, DasIII or War thunder.

The only FPS improvement I could see was around 5FPS in Deus Ex Mankind divided, I shouldn't have even upgraded yet, Intel has been scamming people for years.
