I would like to mention that Valve has been experimenting with the idea before and has successfully incorporated elements in it already.

Each one of their games has become increasingly harder to mod, with CS:GO being the most blatant example. Ever go on Gamebanana and see all those CS:S skins? Can't use those in CS:GO online. Because Valve has their skin money machine now.

since i'm the only retard that actually plays gta online i'll give some context
before leading up to that gunrunning dlc, every session was being pissed with money by a hacker that can give out 50k per millisecond to an entire session. every 8mil someone gains by that is no $100 for them. mod menus were being undetected and when the gunrunning dlc finally hit, rockstar scrambled to wipe everyone's modded cash and by giving out warnings to everyone not to cheat. take2/rockstar are probably also pissed about the fact that people just mod in korean grinding cars into SP and the fact that someone is leaking out unreleased content into twitter, so openIV probably got banned as to try and shut down these menus and the leaker.
