Not every Argonian, but most of them. The connection is made when they lick Hist Sap, which is usually done at a very young age or when they are born. It is also common for Argonians to keep licking Sap their entire lives, furthering the Hist-Argonian connection.

They clip through every seat, get out of sync while sprinting, don't do anything while swimming, twist almost 180 degrees while crouch walking, are stiff as a board during most other animations, and revert to idle animations on corpses when reentering an area. It is never referred to as an "atom" in the texts, but as the "atomos", the concept of something being indivisible. And from what we know about the TES universe, atoms like they exist in our world are probably not even present in the Aurbis.
Anyways, we know that the Pankratosword is so powerful (and dangerous) that it can cut through concepts and ideals. The thing is, that the Redguards used it to "cut" the atomos, the concept of something being indivisible. Of course, the universe didn't accept it's laws being broken like that, so reality around Yokuda warped.

One of the main differences is how much Altmer hate Lorkhan and everything Mundus while the Nords see him as one of their major gods (Shor) and hope for his return. Problem is that the differences between a lot of ethnicities is minute and people of one race can even appear to be and mistaken for another. Really great work is like this yes. But I think it's often a matter of luck and sensitivity to cultural archetype. Some things are just like this. Others not. Trying to force it with vagueness and intentional weirdness is a cargo cult of great writing that is multiple things to multiple people.
