Did I just buy a fucking bootleg?
What little information I can find on "World Edition" 3DS games seems to be split. Most people think they are bootlegs. Some people think they are legit, but have no collectible value.
Are these official Nintendo products? Why is it region-free? Why is the game and packaging in English if it's made for the Saudi Arabia/Malaysia/Singapore market?

There's no such thing, Saudi Arabia/Malaysia/Singapore market uses the same region code as the US, so it will only play in English and in US systems.
Anyone claiming it's region-free and works for JP and EUR as well are selling bootlegs or outright lying.

Amazon shipped me an Arabic version of Bloodborne and it uses the PEGI rating system. I don't know why yours is ESRB

There's no collectible value, "World Edition" means absolutely nothing because it's not real, it's most likely just some bullshit marketing term they made up to make it sound special. It's basically just a US game. There's nothing different about it besides that tiny circle on the box art.

I used to prefer ordering the US versions when they came with Club Nintendo codes but CN is dead so nothing to lose getting these instead
