Depends what you want from a game. I could say ARMA III or the Total War entries but chances are you or someone else would reply with "ha ha no game".

Why are there not many high budget exclusives on PC? Because there's nobody to pay a developer to lock the content to the platform. Why would AMD, Intel or Nvidia pay a developer to make a PC exclusive when you could play it on the hardware of their competitors? Exclusivity only makes sense on a closed platform, ie. a console.

Nope, there's tons of milsim content without mods. And many servers run custom game modes that you automatically download when you join the server. Things like altis life if you're into role playing, wasteland or battle royale modes, awesome coop modes where you coordinate with teammates to take out procedurally generated ai bases.

This. OP, if you expect PC to ever get an exclusive of quality like Persona 5 or BotW then you should switch to consoles already.
Even if there are devs who are PC friendly (like CDPR), they still release their games on consoles, which are the main focus since they bring most sales. Also, it's an unique case because 1/3 of The Witcher 3 sales were on PC, while 2/3 were on consoles, so 1/3 on each platform. It happened only because CDPR are loved by PC players.
There is not a tiniest chance that a PC exclusive will sell as well as any PS4 exclusive like Bloodborne or P5 for example so there is no point in making one.
