Before the sale they increased the price of a shitton of their games, even ones released 7 years ago.
The price affected almost everyone but the US, being between 10% in Europe to 100% in Russia and China.

Their official statement for increasing the price was the increase of purchasing power in said countries and that they frequently do an analysis to see if they should increase the prices.

They were respectfully disagreed with on the forums by a lot of people and since then they went silent.

Anyone who doesn't own common sense is now fucked since there's no way to improve your province outside of the dlc. So now all the countries outside of western europe have garbage development and they can't do anything about it.

The "free patch" which came with the Rights of Man DLC introduced the "Institutions" system. It requires the Common Sense DLC, if you don't own this specific DLC you're fucked. They removed the previous feature (westernisation) which worked without any DLC.
The Mare Nostrum patch removed the previous national ideas from The Knights and the Berber nations and gave them the raiding mechanism...but you need the Mare Nostrum DLC to use this mechanism, without it your new national ideas are unusables.
The Mandate of Heaven patch transformed Ming into a world power from day one until the end of the game. As an exemple, they might now come to the help of fucking Lithuania in 1550. Owning the Mandate of Heaven DLC makes them (only) a little bit less OP.

Cities:Skylines I believe is almost seriously a matter of just modifying a file somewhere to say you own the DLC rather than not. Apparently quite a bit of it is built into the game, just unlocked.

For EU4 and CK2, you can download the DLC, use a modified version of the steam_api.dll pointing to a file that says you have all DLC and you should be able to play it on steam just fine. Online even.

I own CKII, EU4 and HOI IV, have been milked a ton of DLC and can only recommend you to pirate these games (don't even bother with HOI IV, it's just bad and one year after release the same gamebreaking bugs are still here).
Each DLC is lazier than the former, they usually add something modders have done better for free and break the game. In fact, after a DLC, each one of these games is usually broken for 3 months. Also, your UI will be more and more invaded by icons that you can't use because they are linked to a DLC...but apparently they can't hide those icons if you don't own the DLC.
Finally, the features introduced by the DLC tend to be tedious. Paradox, through the mouth of Johan, even admitted it. They admitted that the Estates from the Cossacks DLC are tedious and yet they charge 20$ for it. They also admitted that the "Random New World" from Conquest of Paradise is broken (2 or 3 years after release) and yet they still charge 20$ for it.

Not only does Germany has a tendency to declare on all is neighbours at the same time, but they love to attack France through the Maginot Line only, forgetting about going through the Benelux despite being at war with them. I just watched AI Germany burns 6 millions manpower against AI France, who lost only around 300'000 men.

Again, I just watched 93 spanish regiments sit in the middle of Yugoslavia, eating a ton of attrition. They had the little yellow exclamation point saying that they couldn't get to their destination. I watched them stay there for months before I left the game. They never moved. No ennemies were around, the sea was clear, there were frontlines they could access to by land as well.

I saw Germany get invaded by fucking Australia in 1941. They never reacted to the naval landing. Rome was seized by the British in february 1940. the war had started mabye 4 months ago.

Example 1 : your troops are pushing through Georgia. Suddenly for some reasons, one unit goes back to Turkey, to a port, and take a ship to redeploy on an another point of the frontline in the mountains of Georgia.
Problem : you don't have naval superiority in the Black Sea and they get killed. Because of how the game works (battleplan) you can't prevent your units from these suicidal moves.
Example 2 : you 're Germany and invade Jutland (the continental part of Danemark). You want to redeploy your troops at your border with the Netherlands. Your units will take a fucking ship and get sunk by the royal navy instead of going by land.

All that happened again with the latest patch.

Considering the fact that in order to make a country capitulate you "just" need to occupy all his victory points, it's quite gamebreaking if the AI forget about defending herself and doesn't react at all when you take them with an inferior force while they have a huge army idling around. It's a game about WW2 where you can make Germany capitulate in 2 weeks with Australia.
Also, the fact that the AI forgets huge armies is gamebreaking. Sure, your ennemy has a huge army...but all the regiments of this army are standing in the same province, eating attriton, and won't move. At this point it's more a walking simulator for your armies than a wargame.
It's one thing to have a bad AI like in EU IV which you can easily trap, it's game breaking to have a braindead AI like in HOI IV.
Plus, in EU IV, if you manage to win a war, most of the time it's not the end of your ennemy, you are just weakening him. In HOI IV, a victory means game over for your ennemy.
