Can art be conveyed through a videogame format to highlight the active spectator and engage a dialog between the art object and the audience? Yeah i dont see why not, but thats a tool not the point of a video-game, the same way that harry potter isint poetry because they both use the written word.

If art is subjective, which fags love to boast, then it is not art in my eyes because it is first and foremost a product meant to be bought and used. If art is a measure of technical prowess, then modern games are not art because their bugs and glitches are noticeable flaws that detract from the finished product. It would also just be a giant TECHNOLOGY thread where we jerk off over melting ice cubes.
I have yet to play a game where I considered it to be something more than just a means of entertainment. The closest I got was the OST in NieR: Automata because that shit was beautiful, but the game itself I would not consider art.

I don't think that they lack the quality to ever be good. It's that people haven't used it that way yet. A lot of RPGs and AAA titles try to make games like movies or novels. That's not how you would make a "Citizen Kane" level game.
Video games as an art form will come into their own when story is told through gameplay. And I don't mean scripted sequences, I mean through gameplay in its various aspects, not dialogue, not words, not cutscenes.
In Binding of Isaac one of the items you can get to improve stats is the Wooden Spoon. When you get it you move faster and have red spoon marks all over your body. It hints that Mom is physically abusing Isaac, therefore prompting him to run away, hence the speed improvement. It tells that mostly through gameplay, not by dialogue, cutscenes or any of that bullshit. That's how games will become art.
Also if you argument of "video games aren't art" can be transported to "novels aren't art" in the past, your argument might be bullshit.
