Correct me if I'm wrong, but they confirmed it wasn't a plug and play system that only plays a set number of pre-loaded games, but they didn't say anything about it being on-par with the PS4 or Xbone.

Could be something like a high-end retro system like the RetroUSB AVS where it uses a hardware based solution to simulate old hardware, possibly with cartridge support, or just an online store for both old and new games made for the system.

Could be an Android based system like the Nvidia Shield console, which we haven't seen a new version of yet despite Nvidia having a new chip to put in one. They already partnered with Nintendo as a way to sell their last revision of the Tegra, maybe Atari is getting the latest one?

Outside possibility would be a x86 based system running SteamOS or another GNU/Linux based OS. It already has a lot of developer support, so getting developers to bring games over wouldn't be as difficult as some of the other options (and if they just used SteamOS they'd immediately get all the current Linux games on Steam), and it wouldn't be the first time Atari had supported GNU/Linux.
