I don't, actually. I can blame Gearbox for a lot of thing, but this one goes solely on the shirt of the developer. Gearbox did not force them to use the Homeworld licence. They OFFERED it, but there is absolutely no reason to assume that the developer was forced to accept it.
Honestly, Gearbox offering the licence and reaching out to Blackbird might have been one of the few truly good things the studio has ever done.
Which does not mean that it played out well, but really this is the one case I'd actually praise gearbox for, and blame the developer.

I've never played a core bioshock game, and just got the HD collection. I have played Infinite (didn't like it) and System Shock 2 (liked it mostly).

Bioshock 1 not as bad - mechanically and story-wise as Infinite was, but it's still not very good. It has a good concept and pretty art direction, and the story has this one really clever moment, but everything else is pretty awful.
It's SIGNIFICANTLY more linear that System Shock 2 and it has been mechanically gutted to a point where it's basically a shooter with a lot of variety options in customization your firepower. But there is nothing more to the RPG element: it's just "do you want to use electric ammo or incendentary ammo? Do you want to shoot lightening, or freeze ray?" And that is all: there is no more complex problem solving, in the end you jump in a blast away.
The level design is attrocious, with tiny, claustrophobic levels that utterly DESTROY the atmosphere created by the decent art direction. There is very little exploration, very little going off the direct route, no backtracking, little or no environmental puzzles or interactions.
It's just so... gutted. It's a shooter with a flavor. Not as terrible as Infinite with it's two-weapon limit, but just a single step above it.
Bioshock 2 is slightly better. SLIGHTELY. At least it has good level design that feels like actual places and like exploration has some meaning. It's also slightely more balanced.
If you want anything close to System Shock 2, right now Prey is by far the best option. You also might want to check out Alien Isolation if you don't mind all combat being replaced by stealth.
