The thing about sociopathic dudes like randy is that they just don't give a shit about getting caught and have zero impulse control.
Lying about the gabe thing endeared him to a lot of normies, which was good for his image and probably sold games, the fact that he could easily get caught wasn't a factor to him.
Same thing with overtly stealing the codebreakers art or embezzling the Colonial marines funds - it was an excellent short term ploy to achieve his goals and the fact that he was virtually guaranteed to get caught at a later dates is irrelevant to his mindset.
