There is not one single scene of Luna fighting in the game or the movie. Not one.

Literally the only scene we ever see Luna in action is in a CGI short (Omen Trailer) that isn't even canon. I'm still acrimonious about it.

She was traveling around waking up the summons performimg the rites so Noctis could form the covenants, blessing the havens so daemons wouldn't attack them, healing people etc. Just because there was a few scenes of her sitting down in Altissia doesn't mean she only sat down.

The order of her travel in the game from the start of the game to her death is this.

Starts out in Lucis, she escaped insomnia and makes her way through Leide and meets up with Gentiana, Umbra and Pryna at one of the gates between Leide and Duscae. She then travels onwards through Duscae and stops off at Lestallum, she went down to cauthess to wake up Titan then went through fociaugh cavern to wake up Ramuh, at this point Ravus sent an airship to secretly take her back to Tenebrae. Here is where her argument with Ravus scene takes place where she explicitly tells him how she feels about Noctis, then after that she went to Altissia and was under protection of Altissia government from Niflheim, staying in the 1st secretary's manor at Ravus's behest. This is about the time where in Altissia Luna tells Ravus her body is dying and she doesn't have much longer left, Ravus tells her to stay strong and she has the strength to do it. It's around this time Noctis arrives at Altissia and finds out where Luna is in his meeting with the 1st secretary. The next day Luna makes a deal with the 1st secretary that in order for her to be allowed to do the rite with Leviathan she must be put back under the control of Niflheim. At this time she gives her speech to the people and Noctis stares at her from the crowd, then performs the rite with Leviathan, shit goes south because Leviathan is a bitch, then Ardyn stabs Luna, she powers up Noctis who weakens Leviathan, then Luna summons Titan to defeat Leviathan and protects Noctis's unconscious body as they both wash underwater, she dies here. They mentioned her body went missing and couldn't find it and Noctis was unconscious for a few days.

Meanwhile Luna actively goes up against the summons with her Trident.

FF15 was actually just garbage. It was pretty garbage, but still garbage. A very lipstick-laden pig. The combat was atrociously oversimplified, everything about the narrative was utterly disjointed and nonsensical (made FF8 look like Tale of Two Cities), and the only redeeming factor was the banter between the four boyfriends.

To be honest, I wouldn't have minded a trilogy. The world, story, and characters of Versus/XV circa 2013 had huge potential and probably would have been a lot more fleshed out.
