you can do whatever you want and still pass the level, as long as you kill the targets. it only reflects on your ratings, and I think some of the cutscenes change accordingly (newspaper clippings will say that you left a bloodbath etc).

Why do you think the game give you assault weapons otherwise? Assault weapons are only good for mass slaughter.
