Because the artists learned how to draw faces in Japan. So when they pull from their knowledge, they use what they know, which is Japanese caricatures.
They probably began attempting to make a white girl's face. But in their pursuit to make her appear "cute", they used all the caricatures they're familiar with, which happen to be Japanese traits.
