yes, although a small number of people were banned from online a month ago for unknown reasons, almost all of whom had hacked their 3ds.
that said, i hacked mine and did all sorts of shit with it and i'm not banned. i'm currently playing an uncensor mod of bravely default and the online functionality works just fine.

swap out your friend seed or w/e with either one from another 3ds or from a public website. the latter is guaranteed to get banned again eventually but it'll probably be a while and you can just find another public one once that happens. if you get one from another 3ds, it probably won't get banned.

make sure you turn spotpass off, the suspicion is that having it on may have something to do with the bans (although i had it on for months and never got banned).

You can't play online, and that's it. They don't even disable the eshop. If you are going to hack it make sure you disable the game tracking crap first and double check after (I believe there are two settings). That's how they banned people this time.

Even the o3ds is amazing when hacked. Make sure you get RetroArch if you are into emulation.

It's super easy. If you are fine with piracy you can use FBI to scan qr codes from 3ds title key sites. O3ds isn't as fast as the n3ds, but it works fine for most emulation. Not all 3ds games support the o3ds. I recommend having at least a 32gb sd card. I'm using a SanDisk but I couldn't actually hack it using that (I did the website exploit). I had to use an old 4gb from a camera to initiate the process, then about halfway through I started using the 32gb.
