The consoles you have now are PC's with proprietary OS, sometimes API's and some drivers(they are little bit different from ordinary PC's).

All the devs do is porting PC versions and tweaking the settings until they achieve the framerates they wanted to get, if the hardware allows for this they just crank them up higher and say it's good to go. This is also why you see PS4pro and XbonerX - in the past introduction of such models would mean that the devs are going to have a hard time or just ignore the platforms that aren't that popular(as in - both of those would be DOA). Nowadays you just have the game detect whether it's bonerx or pro and get the resolution higher or set the details higher or whatever, really.

CPU computations actually have very little to do with how well a game runs because so much of a game is offloaded to the GPU. You only need a quad core CPU, and with a good GPU it will run circles around the XboneX. The GPU is typical AMD mid-range crap which may be enough to impress consolebros, but in real world testing the XboneX will look anemic compared to even a GTX 1070.
