Knowing you are an expert in the field, an associate of yours asks what systems and games they should buy with $1,000 (or the equivalent in your currency) to get back into gaming.
>This person has not played a single game or system since the 6th gen.
>They enjoy any exceptionally well made game regardless of genre.
>They have a PC but it is borderline toaster tier and will need to be upgraded to play most modern games well.
>They have a decent amount of free time and skill, meaning they won't mind long or challenging games.
>They are willing to spend more money down the line if they feel its worth it.

$1000 USD can get you a completely competent gaming PC. It is the only choice.
Consoles are for literal destitute poverty-lifestyle 'people' who can only afford $200 down payment on a retail store lease and are too stupid/ignorant to save for the better long-term value, petite-sociopath 'people' who don't particularly care for anything but just follow trends, and idorts for whom the cost is no factor.

Dolphin has been a thing forever and now Cemu is coming around but are there any PS3/360 emulators out there?
