If you have DBFZ in mind yes because the tutorial is incredible as it teaches you every single mechanic and a lot of fundamentals. The online is a bit dead but it doesn't really matter as you only need 1 opponent to play, the real problem being the lack of new players althourgh DBFZ might bring newcomers like you.

it's a niche game but i can always find matches as long as it isn't 5am (east coast). a decent number of people use discord to find matches though so if you aren't willing to use that you may not find as many.

A patch came out recently that fixed the netcode problems for the most part. There's always people in player lobbies and you can make your own lobby, name it your region, then get some people to fight rather quickly.
