Just to clarify:

The cobra shoots 10 melee damage 4 times a second but the bear resists 99% of all damage, so it does 4 damage per second. the bear regens 3 per second.
The bear can scout an entire ludikris map within seconds and can effectively outrun the cars projectiles or get out of the way in time and only needs to get within 8 tiles to hit the car in return, killing it in 5 hits. It would take alot of micro but the bear could take 100, even if it tanks all the kills and retreats to heal.

the stats are from different game tho, so it's not 1 to 1. At the least car is very fast, bear is fast too but to say it's 12x as fast seems much.
