Sure. Art is simply any object of human expression, be it a painting, film, videogame, or a fucking urinal. It doesn't matter if it was created purely for commercial purposes - Michelangelo didn't paint the Sistine Chapel out ofthe goodness of his heart, it was just a paid gig for him.
Also, "art" isn't a synonym for "quality".

Gameplay can only make you feel certain feelings and emotions, and if gameplay doesn't make you feel good feelings at some point then its considered bad.
Contrast this with a movie which can make you feel the whole spectrum of emotion and feeling, and which can be an entirely negative experience which is cathartic.
