We already know from the treehouse that isn't the case. Aside from the boss fights, it isn't like sunshine where you pick a shine and you're locked into a specific challenge to get. The moons are like in 64 where you can get any of them despite what mission you're currently doing.

The progress is not linear, you can get basically get any moon from the beginning, it just depends where you go. It puts you into a hubworld and you are free to run around and get them in any order.
