Story and character wise it's the weakest Disgaea.
As far as gameplay goes it simplified a lot of mechanics and changed things around quite a bit, some like it, others hate it. Personally I like some of the changes, like the new Character World, Innocent Farm and how Interrogations work, and hate others like the new Item World, Class Masteries, or Curry.
