Sure. It'll probably be 90% similar to Tropico 3, just like 4 and 5 didn't try to do anything new.
They do write that transportation is a bigger thing now, which was sorely needed. On the other hand, you can apparently steal landmarks from around the world, so it sounds like you're more a supervillain than a dictator.

It sounds more like crazy humor.
The game needs to have humor, but it should be satire and dark humor, not being a supervillain.
It'd be more fitting if you could build copies of landmarks, but a tiny big bigger, so you could "prove" you were better than the rest of the world. Presidente needs to be a relatively small fish in a big pond, but with an over-inflated ego.
