Without an in-game representation of the ledgegrab count it's one more thing for players to have to keep track of. The reality is characters like Yoshi and even Fox and Falco regrab the ledge a lot, and in Yoshi's case he can be often timed out by floaties like Peach or Jiggs on Dreamland by them simply running away If the point of the LGL is to prevent stalling/timeouts by punishing the ledge grabbing player then it's not going to do the job in such a situation because while the Yoshi may regrab the ledge many times its the Peach/Jiggs that is running away to time out the other player.

That's the problem with those sorts of "house rules" type things being imposed on the game, they're a mess to implement if they're not programmed into the game in some way itself.
The ledge grab being stupid doesn't change that it exists.

The crux of the issue is the timer, not a LGL, because the limit only has to do with timeouts. Stalling isn't a problem if there's no threat of being timed out. However remove the timer and all of a sudden games could go to thirty minutes if you get someone autistic enough to just stall that long to prove a point like BoomFan did in 64 once, so you can't remove the timer.

The only way to solve it is a really complicated ledge grab rule where it doesn't even apply evenly to all characters across the board. Different characters might have to have different limits, and so then tournaments have to figure out what the "appropriate" amount of ledge grabs per game is for each character.

Yoshi has to have an extremely high limit because his egg-stall is key to his competitive viability. Characters like spacies could have lower, but they also use ledge-regrabbing tech like haxdashing and firestalls to refresh invincibility momentarily so their limit can't be too low. Floaties like Puff and Peach especially who have extremely good recoveries are going to regrab the ledge many times per game naturally because they make it back to the stage very often. Trying to find a balance for each character that makes stalling non-viable but also doesn't kill the character's natural ledge-grabbing play would take shit tonnes of workshopping and tafostats to find a correct number for each.
