I feel like this is something they changed on the back end real quick - they remove the timeout window on entering an instance, and instead let players sit in limbo where they'll pretty quickly hit another timeout window and get a 90006.

This then uses the login queue as a population control and moves the bottleneck elsewhere so that more people can EVENTUALLY get through.

It's a solution of sorts, I guess.
