is it OK to cheat in a game about committing crimes?
The crimes aren't real, your cheating is.
The only crime against humanity as easy as a button press is your mother, so no.
No. Get banned. Next time read the TOS and EULA.

Only if you're not caught.
Like real life.
>no cheat codes allowed in modern games
I want this Earth to be razed by hellfire.
It's okay to cheat in casual games.

Not online, which is the way shit has been since the 90s.
Nobody gives a squirt of piss if you're using cheat codes in single player.

In San Andreas cheat mode is fucking hysterical. Give all Pedestrians guns, turn on riot mode and watch the show.
Cheating isn't even a crime. It's just being a douchebag.
For the PC version, there should be servers where everyone can use trainers and shit, like GTA4's online
I hate how you have to play GTA Online like it should be called "My Digital Life," earning stupid Rockstar bucks playing their dumb missions over and over just to be able to afford anything cool vehicles or do any of the awesome shit you can just do anytime if you have mods. Especially if you're not trying to impress random people anyway and just wanna play with friends
