IIRC They made a new engine which was used to demo Super Mario 128 which was later used as the basis for Sunshine, which they have since added onto for Galaxy 1 and 2 and what they are presumably using for Odyssey.

So, it's still pretty old, but not N64 old.

I know Yoshi Switch is, but I don't think Odyssey is.

you can see it in the lighting on Mario. For the Yoshi game, they use blob shadows for Yoshi, but Mario's still got all of the full-detail overhead shadow decals that he's had since the Wii-era games.

I've downloaded the mod, and it can really use some work in some areas.
The throwing the hat stuff works fine for the most part, but the possession of enemies works terribly, with most enemies not really being able to do anything, and how some of them aren't even able to be controlled. I would love to see this guy put in some more effort into the controlling part, but it looks more like a proof of concept rather than an actual mod.

The Yoshi game is still early in development - the floating coins don't even cast shadows. given how the game aims for a highly realistic look of a cardboard diorama, it'd be weird to keep the blob shadows.

Just because some developers are incompetent doesn't mean other developers can't take an old engine and improve upon it.
Take Breath of the Wild. It's literally a souped up Wind Waker engine. The Wind Waker engine was improved upon for Twilight Princess, improved upon again for Skyward Sword, and then got a major retrofit for Breath of the Wild, having the phsyics and chemistry engines added to it.
If a new engine was built from scratch for each and every single video game, development times would be even longer than what they are now. If you can re-use an asset, you can bet your ass it's going to be re-used.

Sonic Team talks about Sonic Forces using the Hedgehog Engine 2. I'd put money down that it's just a heavily improved original Hegehog Engine rather than being a complete recode from the ground up.
