This is the part I don't understand, why didn't Sony make the device fully PC functional, it already is but you need to mod it, so it's a hassle and discourages people from buying it just for PC.

If it was properly built and marketed for both Ps4 and PC usage they would overwhelm the competition dramatically, how could they let that potential opportunity slip when it could easily double their sales by expanding the market.

Because much like Nintendo Sony is fixated on control and doesn't like the idea of non-propriety stuff and not being able to gouge the crap out of people wherever possible. Just look at the PSVita with it's proprietary blatant gouging SD cards you need to make it functional that cost 4 times as much as a standard card which they locked out to force the gouge through. I have to imagine that was another case of thinking strictly Japanese market again. Trained Japanese buyers who are raised from birth to buy Japanese brands like Sony or Nintendo don't mind being gouged and even see it as a sworn duty to support that shit, but everywhere else in the world blatant gouging tends to be seen as gouging.

I don't know how people can possibly be surprised that this wouldn't work with PC. If it was an American company making it it's possible, but it's not.
