Its not a priority, so its not a priority. Just like resolution(downsampling) and framerate is of no priority.

Movies are made and honed to not look like ass at the ridiculously low framerate they're using.

There's an entire science field dedicated as to how you can move camera around and what scenes are, or aren't possible.
Once you go through all that and a billion retakes, you throw the biggest, baddest motion-blur algorithm on the complete movie and after several days of work, the thing will spit out something that is finally watchable.

That's why movies can be done at 24 FPS but it's downright impossible in games.

Because there is more than just FPS.
One of the more important things is motion fluidity, which also includes frame pacing.
In PC gaming, if you go under 60fps, there is a good chance the framerate will be a jittery mess, and thats very visible even to the untrained eye.

The Cemu one looks like they removed the lighting engine. Just flat grey textures.
