Warhammer has so many factions that CA simply couldn't not jew us over them. They split the game into three fully priced games that fit together to form the one proper game. The first was released, this is the second and then there will be a third. Each with it's own pile of unit and faction DLC too.
In the end you will have one complete game but you it will have cost you around $300.
