This really just has to do with the production costs of games. 3DS games are all low quality assets and are much cheaper to finance. Switch is just a home console that can be portable. It's still costly to develop games for.

Nintendo already stated they're making a unified departament and mainline Pokemon is already moving to Switch.

For Nintendo was the oposite, their homeconsoles are pretty much underperforming since the N64 era (with the success of Wii being an apparent illusion), and now with the handhelds on decay, they stated clearly that they were merging both departaments and as a result they are focusing now in a unified platform which is the Switch.

The Switch is competing more with tablets than phones.
You don't see a lot of people carrying tablets outside the house, they need to make a handheld that is smart phone sized so it can be pocketed, preferably with all the smart phone functionality so it can replace your phone completely.
