The NAM mod fixes the entire traffic system with simple reworks.
Without it, no one would use public transport and as soon as you hit 10k inhabitants your streets would be clogged up.

Furthermore, the reason mods seem rather basic like OP's example is less and less support from devs and/or publishers makes creating mods more and more difficult. Which is especially sad since most modern devs probably first dipped their toes in game development through modding.
