One could argue that not letting go to the imperialism of US (and China), and the endless lust for control and power is there reason that everything went to shit in the first place. To be fair, Legion would be pretty hard to advance as a faction.

They either got fucked at Hoover and remained basically a bunch of pretentious raiders, or they took over a shitload of the Southwest.
The next game would have to canonize who won at Hoover, and it probably wouldn't be the Legion, or ignore it entirely, which would be hard as fuck to do without feeling forced.

1 and 2 were able to have canon endings because they always ended the same way, but New Vegas' multiple endings all have huge implications for the factions and territory involved.

After fragmenting under Lanius, they'd have to adapt or perish. Rulers holding territory near the Dam would have to unite against their stronger neighbors out east and have diplomatic relations with New Vegas in order to bring in some money through trade. This would open them to cultural influences, and as they eventually settle and form an actual society, they'd probably learn about Rome from the Followers and slowly shape themselves more in line with the actual Roman society, with fat rich merchants and politicians at the top and military service as a way to gain wealth and the cult of Caesar sanitized so as not to get in the way of then getting richer and fatter. How do I enjoy this game? I keep starting new characters, playing for a couple of hours, and dropping them. I've tried all sorts of builds. The game just doesn't draw me in at any point. Ammo is too scarce for combat to be fun, and the gunplay is so shit it encourages me to use VATS despite being a game where good gunplay would be the highest point.
