Open IV is for singleplayer mods only
in my opinion, the biggest issue that Rockstar has is that they think the modding community is affecting their sales. They want to be the only ones releasing any type of new content... and that is nearly impossible on PC.
It will further down their relation with the platform, releasing their games 2-3 years later
