No they didn't. You're thinking of that "ten year plan" contract which outlined the funding for the destiny SERIES. It was supposed to be a per-year title like call of duty, but they fucked it's launch up so horrendously, then pissed off so much of the userbase with that "expansion pass except the actual expansions" shit that they had to stay on destiny 1 for an additional two years. Luckily they managed to recover enough for destiny 2 to be a viable title, and now they can repeat the cycle over again with slghtly upgraded graffixxx because no gen7 consoles.

You people need to reallize that BUNGiE, since their inception in 1990, have NEVER made a videogame that runs in 60fps. Every single one of their games runs at 30fps. They are the MASTERS of 30fps. They can make a 30fps game look like a 60fps game. Name 1 BUNGiE game that runs at 60fps. I'll wait.

DF explained it pretty well. Basically the graphics processing is there, but CPU constraints on all consoles prevent them from going over 30 because of new physics tech.

I already got the digital delux edition on PS4.

I do have a better pc but all the friends Ive made are on there.

I rented Destiny at launch for a bit. Dropped it until TTK. Played since though not nearly as much now.

I like it and have hope that Bungo will fix some things from last time.

The CPU differences aren't that great either. So if they have physics simulations in the game that puts the game at 30fps then the GPU improvements doesn't mean anything.
If they want a 60fps game they need to optimize the engine so the CPU usage is suffecient for 60fps gameplay. Else the pro version/X version of the consoles aren't going to make a difference in fps.
