I doubt it had an especially large budget, 60k times 6500 yen launch price gives 390M yen.
Converts into roughly $3.5M, sure some portion of those sales will go back to retailers but those are only preorders, include digital sales and physical launch day sales and I seriously doubt this game can be considered a flop even if it isn't necessarily a system-seller or a complex masterpiece.
