Why are there so few steampunk games?
Because its a fedora tier setting, and I say that as someone who loved Arcanum.

That's because back when Arcanum came out, Steampunk was barely a "thing" like it is today.
Because it's a shite setting that doesn't particularly lend itself to any real themes.

Steampunk is just visual dressing, there's no theme behind it to build a story or a setting around. Arcanum used a retarded concept of magic and technology being opposing forces and built its setting off the Industrial Revolution, but you could write steampunk elements from the game completely and everything would still work.

no you can't, one of the major driving forces behind the game's conflict is that technology is only now starting to become equivalent to magic, the industrial revolution is completely and utterly necessary for the story to work
